ORGANIZATIONAL CONTEXT

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States.

The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.

Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Divisions/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The position is located under the Division of Climate and Technology Partnerships (IET/CTP). The focus of the Division of Climate and Technology Partnerships (IET/CTP) is to identify, design, negotiate and coordinate innovative partnerships and support the elaboration and initiation of joint technical cooperation programmes and actions. The Division coordinates UNIDO’s Global Partnership for Hydrogen in Industry and its related green hydrogen programme; and represents UNIDO in relevant high-level policy discussions and fora. Furthermore, the Division facilitates knowledge management and exchange, supports UNIDO’s global forum activities associated with climate and technology innovation; and coordinates high-level events.

PROJECT CONTEXT

Project SAP ID 220086: Green Climate Fund Readiness Programme in South Africa

The Green Climate Fund (GCF) Readiness Programme for South Africa on “Enhancing the institutional capacity of South Africa to coordinate the implementation of the Hydrogen Society Roadmap”, aims to enhance the capacity of South Africa’s Government to coordinate and implement the HSRM for advancing green hydrogen policies and projects. The project will strengthen the institutional capacity of South African ministries and regulators of the HSRM.

The proposal also addresses the preparatory work of establishing a national ‘Green Hydrogen Energy Centre’ . This  will play a catalytic role in enhancing the institutional capacity of South Africa in deploying green hydrogen. The Centre will provide a common arena for coordinating green hydrogen policies and projects amongst ministers and relevant stakeholders from private sector, civil society and local, municipal governments. It maintains an objective to operationalize green hydrogen relevant activities outlined in South Africa’s HSRM to replace fossil fuels and decarbonize the economy towards net-zero trajectories.

South Africa has launched the HSRM in 2022, highlighting its vision to reach an inclusive, sustainable hydrogen economy by achieving an inclusive net-zero carbon economic growth by 2050. The HSRM aims to replace fossil fuels in hard-to-abate industries (e.g., chemicals, iron and steel) by developing policies that stimulate demand for hydrogen-related applications and create local market frameworks to mitigate investment risks in support of industrial usages of green hydrogen. However, a gap currently exists in coordinating efforts amongst Government stakeholders for the implementation of the HSRM and advancing developments for green hydrogen.

To address such barriers in alignment with South Africa’s HSRM, UNIDO will assist the Government of South Africa through the following key outputs:

Next, strengthen coordination capacity of the participating ministries for the execution of green hydrogen specific activities in the HSRM. This will address preparatory work on developing a work plan with municipal governments, private sectors and local communities that will cooperate with the Government of South Africa.

Support the government of South Africa in implementing environmental and social safeguards for the production and usage of green hydrogen, in line with the HSRM and relevant national climate mitigation policies.

Increase dissemination of best practices to enhance cooperation and establish strategic partnerships with government and industries for green hydrogen. A guidebook will be developed for government, based on mapping activities on best practices and key stakeholders identified in the green hydrogen value chain.

As part of this project, a large-scale project will be developed for the application of green hydrogen in an industrial cluster/hydrogen valley in South Africa.

A Concept Note will be developed to scale-up the domestic application of green hydrogen in emission-intensive industrial sectors .Consequently to drive industry decarbonization in South Africa. The proposal contributes to advancing local green hydrogen usage in industrial clusters, parks, and zones. It will address infrastructure requirements in electricity and water supply, pipelines for hydrogen transport and storage.
Under the supervision of the project manager (PM) in UNIDO HQs, the International Gender Specialist will work in close cooperation with the National Gender Specialist. The international expert is expected to undertake the assignments described in the table below.

Research and design the targets in line with the uptake of incentives and regulatory frameworks for enhancing the engagement of marginalized groups. It particularly includes black populations, engagement to address any job losses.

Provide clear recommendations for capacity enhancements in form of GESI assessment report which includes a gender strategy and action plan. This is purposed to make the HSRM more gender responsive and inclusive for other vulnerable groups.

Based on assessment outcomes and established targets and indicators, develop recommendations in form of a GESI assessment report.

Reflect a gender strategy and action plan into the assessment report.

One GESI assessment report, which includes gender targets and identifies the percentage of women and youth .This report will be based on the Monitoring, Evaluation, and Learning (MEL) Framework.

MINIMUM ORGANIZATIONAL REQUIREMENTS

Education

Advanced university degree in social sciences, economics, business administration, international relations. Relevant discipline  with specialization in areas of relevant discipline, is   equally desirable

Technical and Functional Experience

At least seven (7) years of professional experience working in the field of gender equality and gender mainstreaming, is required.

Working with government institutions and international or non-governmental organizations supporting gender and development work is  also required.

Thorough understanding of the gender context in South Africa is required as well.

Equally important, ability to write in a clear and concise manner is required. Experience in evaluating the needs, conditions and problems in developing countries, is required.

Finally, good understanding of the policy framework of South Africa is desirable. Ability to work effectively in multi-cultural teams is desirable. Experience in liaising with various stakeholders, including government officials, demonstrating strong communication skills is desirable.

Languages

Fluency in written and spoken English is also required.
